Bucks' railway projects rated 'red' for deliverability

Both HS2 and East West Rail haven't impressed the Infrastructure and Projects Authority.

Bucks' railway projects rated 'red' for deliverability

HS2 and East West Rail have been given red ratings by a government department - meaning they don't see them being delivered 'successfully'.

Schedule, budget and benefits all contribute to the ranking from the Infrastructure and Projects Authority.

HS2's ranking slipped from Amber to Red this year, after budgets had to be adjusted to get the scheme through parliament.

Campaigners fighting the line say this just shows once again that the cost far outweighs the benefits.

Richard Houghton, Director, HS2 Action Alliance says:

"The business case for HS2 has always been based on voodoo economics, but even for a failing company like HS2 Ltd having your operational capabilities deteriorate to such an extent in just 12 months requires world beating levels of incompetence.

"It is also eye wateringly expensive. With a price tag of £108 billion HS2 is costing the equivalent to nearly 70% of the £160 billion the Government has spent to date on the whole UK economy during the Covid-19 pandemic.

"With future use of trains likely to dramatically reduce as fewer workers commute to City centre offices it really is time for the Government to listen to its own reports, cancel HS2 and spend the funds on local transport and high-speed broadband. This will do far more, far quicker, to deliver on its economic promise of Levelling Up."

East West Rail has also fallen behind schedule and so has also been rated red.

The IPA say they want to work with projects like these to get things back on track. 

An HS2 Spokesperson told us:

"The IPA's assessment point was September last year, prior to the Government's comprehensive Oakervee Review of the HS2 project, and The Major Projects Review Group, Cabinet Office and Treasury all assuring HS2 Ltd's capability ahead of awarding Notice to Proceed to our Main Works Civil Contractors in April.

"The ongoing preparatory work undertaken by HS2 Ltd in the past twelve months now mean that the cost and schedule estimates for Phase One are the most robust they've ever been.

"HS2 is already creating thousands of jobs, apprenticeships and contracts for SMEs across Britain, and will play a major role in the country's post-pandemic economic recovery."
